Monique McDowell-Russell


Monique McDowell-Russell Ms. McDowell-Russell is a Project Specialist for Foundations, Inc. in its subcontractor role with the U.S. Department of Education's You for Youth (Y4Y) professional development Web portal for practitioners at 21st Century Community Learning Centers and other out-of-school time programs. She conducts trainings nationwide to help practitioners better understand and use Y4Y resources.

In her complementary work as an educational consultant, Ms. McDowell-Russell has been an adjunct professor, chaired the Montefiore Medical Center Community Advisory Board, and served on several national advisory committees. She has extensive experience in managing, directing and overseeing elementary and secondary education programs, as well as adult education programs. Her experiences include working with federal, state and local officials to address student outcomes and to design educational programs that directly impact what happens before, during and after school. She has led innovative strategic planning, conceptualizations, designs, program development and grant implementation.

Ms. McDowell-Russell earned a certificate from the Emerging Leader Development Program at the Graduate School of Business at Columbia University, a master’s degree from Audrey Cohen College and a bachelor’s degree from the College of New Rochelle.
